2016 Beijing-Tianjin-Hebei Intercity Railway

Since March 2013, the Ministry of Transport (MOT) of the People’s Republic of China (PRC) has had comprehensive responsibilities for railway planning formerly undertaken by the Ministry of Railways. The objective of this assignment is to assist MOT in the formulation of guiding policies for planning, financing, and implementation of the intercity train infrastructure network and service development with particular reference to the Beijing–-Hebei (BTH) region.

The BTH region is conceived as a city cluster development (CCD). CCD is an urban-led approach that enhances the developmental potential of cities and towns within an urban region by strategically linking their development through efficient provision of urban infrastructure and services and innovative financing techniques.

The study will address the organizational structure for the railway sector, the function and role of MOT and the other transport entities, and the relationship between them. It is understood that MOT is looking to the study to recommend a policy to support the intercity railway in a way that is financial sustainable, encourages optimum design to meet demand and provides safe, clean and efficient public transport services.
